Penggunaan Dana Desa dalam Pembangunan Infrastruktur Desa Sidomulyo, Kota Batu

Abstract

The few years since the passing of the Village Law have resulted in several changes at the micro government level. Villages become more empowered because they are given access to more management. Some villages even received the title of Independent Village, which means that the village earns its own income outside of the budget usually provided by the Central Government. One of the villages included in this independent category is Sidomulyo Village, Batu City. Batu City is able to become a city that earns quite a lot from its own local revenue thanks to the tourism sector. Villages within Batu City have also become empowered villages and some have even received the title of Independent Village at the national level, namely Sidomulyo Village thanks to tax levies and proper development planning. Based on this, the researcher is interested in examining it through qualitative methods. The results of this study found that the Sidomulyo Village Government implemented the Village Conference in a timely manner and from the smallest stage. The readiness of infrastructure built year after year is an important variable in an Independent Village.

Beberapa tahun setelah disahkannya Undang-Undang Desa telah menghasilkan beberapa perubahan di level pemerintah mikro. Desa menjadi lebih berdaya karena di berikan akses pengelolaan yang lebih. Beberapa Desa bahkan mendapat predikat Desa Mandiri yang artinya desa tersebut mendapatkan penghasilannya sendiri di luar dari anggaran yang biasanya di berikan oleh Pemerintah Pusat. Salah satu Desa yang termasuk kategori mandiri ini adalah Desa Sidomulyo, Kota Batu. Kota Batu mampu menjadi Kota yang berpenghasilan cukup besar dari Pendapatan Asli Daerahnya berkat sektor Pariwisata. Desa yang terdapat di dalam Kota Batu juga menjadi Desa-Desa yang berdaya bahkan ada yang menjadi predikat Desa Mandiri di taraf nasional, yaitu Desa Sidomulyo berkat pajak retribusi serta perencanaan pembangunan yang tepat. Berdasarkan hal tersebut maka peneliti tertarik untuk menelitinya melalui metode kualitatif. Hasil dari penelitian ini di dapat bahwa Pemerintah Desa Sidomulyo menerapkan Musyawarah Desa secara tepat waktu dan dari tahap yang terkecil. Kesiapan infrastruktur yang dibangun tahun demi tahun menjadi variabel yang pentung dalam Desa Mandiri.
