The Red and White Village/Subdistrict Cooperative (KDMP) is one of the government’s strategic policies aimed at strengthening rural economic independence through cooperative institutional development. This policy is designed to improve community welfare, expand access to financing, and strengthen local economies based on village potential. However, its implementation faces various challenges, including limited human resources, low cooperative literacy, and differences in socio-economic characteristics across regions. This article aims to analyze the effectiveness of the KDMP policy through the perspective of public policy evaluation and examine the role of government discretion in supporting adaptive public governance. The study employs a library research method by reviewing various theories of public administration, public policy, and governance. The findings indicate that the effectiveness of KDMP is highly influenced by policy implementation quality, program evaluation mechanisms, cooperative institutional capacity, and the government’s ability to apply discretion in an accountable manner. Furthermore, the implementation of good governance and adaptive governance principles plays an important role in creating cooperative governance that is responsive to community needs. Therefore, synergy between policy evaluation, government discretion, and adaptive governance is essential for ensuring the success of KDMP as an instrument for sustainable rural economic development.
