Peer Review Process
All manuscripts submitted to the Journal of Public Affairs Studies (JoPAS) undergo a rigorous double-blind peer review process to ensure academic quality, originality, relevance, and scientific contribution. In the double-blind review system, the identities of both authors and reviewers are concealed throughout the review process.
The editorial process consists of the following stages:
Initial Submission
Authors submit manuscripts through the Online Journal System (OJS). The manuscript must comply with the journal’s author guidelines and formatting requirements.
Editorial Screening
The Editor-in-Chief or assigned editors conduct an initial evaluation to assess:
- Relevance to the journal’s focus and scope;
- Originality and academic contribution;
- Compliance with ethical standards;
- Manuscript structure and formatting.
Manuscripts that do not meet the journal’s requirements may be rejected without external review.
Similarity Check
All manuscripts are screened using plagiarism detection software. Manuscripts with a similarity index exceeding the journal’s threshold may be returned to authors for revision or rejected.
Double-Blind Peer Review
Eligible manuscripts are reviewed by at least two independent reviewers with expertise relevant to the manuscript topic.
Reviewers evaluate:
- Originality and novelty;
- Theoretical contribution;
- Research methodology;
- Data analysis and interpretation;
- Relevance to public affairs studies;
- Quality of writing and presentation.
Editorial Decision
Based on reviewers’ recommendations, the editor makes one of the following decisions:
- Accept Submission
- Minor Revisions Required
- Major Revisions Required
- Resubmit for Review
- Reject Submission
Revision Stage
Authors are required to revise the manuscript according to reviewer comments and submit a revised version within the specified timeframe.
Final Decision
The final publication decision is made by the Editor-in-Chief based on reviewers’ recommendations and the quality of revisions submitted by the authors.
Publication
Accepted manuscripts proceed to copyediting, proofreading, layout editing, and online publication.
