Analisis Diskresi Administrasi Publik Dalam Penyelesaian Konflik Relokasi Pedagang Kaki Lima di Jalan Karang Menjangan Surabaya

Abstract

Street Vendors (PKL) are part of the informal economic sector that plays an important role in providing employment opportunities and meeting the needs of urban communities. However, the use of public spaces by street vendors often creates various urban management problems, leading local governments to implement relocation policies. In practice, relocation policies frequently trigger conflicts due to differences in interests between the government and street vendors. This study aims to analyze the use of public administrative discretion in resolving conflicts arising from the relocation of street vendors on Karang Menjangan Street, Surabaya. This research employed a qualitative approach through a literature review method by examining relevant books, scientific journals, and previous studies related to public administrative discretion, public policy conflicts, policy implementation, and street vendor management. The findings indicate that administrative discretion plays a significant role in reducing relocation conflicts through direct communication and dialogue, negotiation, adjustment of relocation mechanisms, persuasive approaches by field officers, and the provision of supporting facilities at relocation sites. The effectiveness of discretion is influenced by communication, government flexibility, the competence of field officers, and the availability of resources. Meanwhile, the absence of vendor associations, economic concerns, limited resources, and low public trust become major obstacles. Therefore, the implementation of transparent, accountable, and participatory discretion can support more effective and sustainable conflict resolution in street vendor relocation policies.
