Penonaktifan Massal Peserta PBI BPJS 2026: Analisis Kebijakan Pemutakhiran Data dan Dampaknya terhadap Layanan Akses Kesehatan Masyarakat

Abstract

The policy of mass deactivation of Contribution Assistance Recipient (PBI) participants under BPJS Health in 2026 is part of the government's effort to update social assistance beneficiary data through the National Socio-Economic Single Data System (DTSEN). This policy aims to improve the accuracy of assistance targeting; however, it has affected access to healthcare services for some individuals whose membership status was deactivated. This study aims to analyze the implementation of the 2026 PBI BPJS Health data updating policy and examine the forms of government discretion used to address its impacts. The study employs a literature review method by utilizing relevant regulations, policy documents, and news reports. The findings indicate that data updating through DTSEN has improved the accuracy of social assistance distribution. Nevertheless, the policy may hinder access to healthcare services, particularly for vulnerable groups and patients with chronic illnesses. To address these challenges, the government implemented several discretionary measures, including a transitional period for healthcare services, membership reactivation, and simplified complaint and appeal mechanisms. This study concludes that the success of social data reform must be balanced with the protection of citizens' rights to healthcare services throughout the policy implementation process.
