Abstract
This study aims to analyze the internal communication patterns and coordination mechanisms of Commission I of the Blitar Regency DPRD in planning work programs within the Law and Governance sector. This research employs a qualitative approach with a descriptive method. Data collection was conducted through in-depth interviews, field observations, and documentation studies involving the leadership, members of Commission I, and the DPRD Secretariat Staff. Data analysis applied the interactive model of Miles, Huberman, and Saldanha based on the theoretical framework of organizational communication and the Four Flows Model, which includes membership negotiation, reflective self-structuring, activity coordination, and institutional positioning. The results indicate that internal communication within Commission I takes place in a structured, dynamic, and repetitive manner through a combination of formal and informal channels. Vertical and horizontal communication flows actively develop within meeting forums, while diagonal communication with the DPRD Secretariat plays a vital role in aligning public recess aspirations with regional budget constraints. Furthermore, a conceptual tension was identified between compliance with formal standing orders requiring a physical quorum and the demand for flexible daily coordination via digital media. Overall, effective internal communication patterns are proven to be crucial in building mutual understanding and facilitating institutional work program planning.
