Implementasi Kebijakan Pembentukan Koperasi Merah Putih di Kelurahan Pandanwangi Kecamatan Blimbing Kota Malang

Abstract

The establishment of the “Merah Putih” (Red and White as Indonesian Symbol) Cooperative in Pandanwangi Village is based on a circular from the Ministry of Home Affairs and Presidential Instruction Number 9 of 2025. From its inception and throughout its development, the initiative has faced challenges, such as a lack of understanding among the public to the extent that the policy has been perceived as being imposed. While effective outreach is the cornerstone of such a policy, the uneven distribution of information has left many residents with a limited grasp of the cooperative's roles and benefits, highlighting a clear need for ongoing guidance and support. This study employs a qualitative approach, utilizing interviews, observation, and documentation. Although the cooperative was established through a consultative process, it remains constrained by limited communication channels and resources. The commitment of those implementing the initiative, combined with a spirit of “gotong royong” (mutual cooperation), serves as its primary foundation. Strengthening human resources, securing funding, and fostering greater community participation are essential for the cooperative to operate more effectively and sustainably.
