This study aims to analyze the implementation of development programs in Bumiaji District, Batu City, and to identify the supporting and inhibiting factors in their implementation. Development programs are government efforts to improve community welfare through infrastructure provision and public service improvement. However, in practice, development implementation often faces obstacles such as limited budgets, delays in budget disbursement, and uneven development distribution. This research used a qualitative method with a descriptive approach. Data collection techniques included observation, interviews, and documentation. Data analysis was carried out through data reduction, data presentation, and conclusion drawing. The results showed that the implementation of development programs in Bumiaji District had generally been carried out well and provided positive impacts on the community. Based on William N. Dunn’s evaluation criteria, the development programs have fulfilled aspects of effectiveness, efficiency, responsiveness, and accuracy. However, there are still weaknesses in adequacy and equity because development has not been evenly distributed in all villages. Supporting factors include community participation and budget support, while inhibiting factors include budget limitations, less optimal planning causing budget absorption problems, delays in fund disbursement, uncertain weather conditions, labor recruitment difficulties, and miscommunication between committees and field implementers. Therefore, improvements in planning, coordination, and community empowerment are necessary to optimize and equalize development implementation in Bumiaji District.
