Abstract

The tourism sector plays a significant role in improving the economy and community welfare through the development of tourism villages based on local potential. Pujon Kidul Tourism Village in Malang Regency is one of the developing tourism villages; however, the implementation of its development policies still faces several constraints, such as limited human resources, budget limitations, and inadequate tourism supporting facilities and infrastructure. This study aims to analyze the implementation of tourism village development policies in Pujon Kidul. This research employs a qualitative method with a descriptive approach, with informants selected through purposive sampling. Data were collected through interviews, observations, and documentation, and were analyzed using an interactive model. The results indicate that policy implementation has been effective, although not yet optimal. Based on the theory of George C. Edward III, aspects of communication, resources, disposition, and bureaucratic structure have supported policy implementation, although constraints related to limited resources and supporting facilities still exist. Supporting factors include synergy among stakeholders, alignment of vision and mission, and community participation, while inhibiting factors include limited budget, the quality of human resources, and inadequate infrastructure. The study concludes that policy implementation has been effective; however, further optimization is required to ensure the sustainability of tourism village development.
