Implementasi Peraturan Daerah Nomor 13 Tahun 2019 tentang Penyelenggaraan Usaha Perdagangan dan Perindustrian di Kota Malang

Abstract

This research analyses the implementation of Malang City Regional Regulation Number 13 of 2019 concerning the Operation of Trade and Industrial Businesses using the Van Meter and Van Horn Implementation Model. A descriptive qualitative research method was used with purposive sampling techniques, involving five informants from the Malang City Licensing Office and MSME business owners. Data was collected through in-depth interviews, observation, and document study, then analysed using the Miles and Huberman model. The research results indicate that the implementation of the Regional Regulation has achieved its objectives of providing legal certainty and simplifying licensing through the OSS system with a budget of 4.8 billion rupiah in 2024. Supporting factors for implementation include legal certainty, strict administrative sanctions, continuous socialisation, and transparency in licensing procedures. However, there are still obstacles such as limited human resources, which leads to duplication of work, limited budget and facilities, and a lack of understanding of regulations among some business owners. The positive impacts of implementing the Regional Regulation include increased compliance by business actors, improved quality of licensing services, the creation of a conducive business climate, and increased consumer confidence. This research recommends increasing human resources, increasing the budget, and intensifying socialisation to optimise policy implementation.
