Analisis Pelaksanaan Sistem Verifikasi Legalitas dan Kelestarian (SLVK) di Malang

Abstract

The Legality and Sustainability Verification System (SVLK) is a policy designed to combat illegal logging through a soft approach. The SVLK policy supports efforts to improve forestry governance in terms of timber utilization and distribution. SVLK, as a dynamic policy, continuously adapts to field conditions, including regulatory, social, economic, and environmental aspects, and requires serious attention to ensure optimal achievement of its objectives. This study aims to determine the dynamics of SVLK implementation in Malang. The research method used is descriptive qualitative with a descriptive formal evaluation approach. Interviews were conducted with 12 informants: 4 from the Malang Forestry Service Branch, 2 from the Certification Body, and 6 from Industry Players. The analysis results show the significant role of two main parties, the Certification Body and the Malang CDK, which complement each other in the implementation of the SVLK. The Certification Body excels in the Transparency and Accountability aspects with a percentage of 55%. In the Participation aspect, the Malang CDK obtained a percentage of 55%. In the Coordination aspect, both parties have an equal contribution of 50%. In terms of law enforcement, CDK Malang excelled with a 60% percentage. Their collaboration supports compliance and the sustainability of SVLK implementation. Therefore, it can be concluded that the implementation of the SVLK policy in Malang has been quite successful.
