This research aims to determine library management strategies in improving public services. Libraries as learning support facilities must be able to manage the library as a tool to build literacy culture. The role of libraries is very important to improve literacy culture in the school environment, especially in habituating book reading and borrowing books to be read both at school and at home. Data collection methods used are observation, interviews, and documentation. The type of research used by researchers in this study is using qualitative methods. The qualitative research method is a research method based on positivism philosophy, used to examine natural objects (as opposed to experiments) where the researcher is a key instrument, sampling of data sources is done through purposive and snowball techniques, collection techniques with triangulation (combination). Data analysis is inductive/qualitative, and qualitative research results emphasize meaning rather than generalization. The research results show 1) The management strategy implemented by the Library can improve Public Services at the Regional Library of West Nusa Tenggara; 2) To overcome the supporting and inhibiting factors of Library Management in Improving Public Services at the Regional Library Office of West Nusa Tenggara, synergy between the Government, Literacy Communities, Private sector, and Society is needed to build an inclusive and sustainable Library ecosystem; 3) With the model implemented by the Library, it can play a more active role in supporting the sustainable development of Literacy in the West Nusa Tenggara Community.
