Implementasi Kebijakan Penanganan Pelanggaran Pemilihan Kepala Daerah (PILKADA) Serentak Tahun 2024 (Studi Kasus di Kecamatan Lowokwaru Kota Malang)

The success of the 2024 Simultaneous General Election is the responsibility of the General Election Commission (KPU) as the technical organizer of the Election, the General Election Supervisory Body (Bawaslu) and the Election Supervisory Committee (Panwaslu). Law No. 7 of 2017 concerning Elections and the duties and authorities of the KPU and Bawaslu provide a legal framework for the synergy of the two institutions and the participation of the election participants in the supervision of the Pilkada. The descriptive qualitative approach aims to analyze the implementation of the policy for handling violations of the 2024 Simultaneous Regional Head Elections in accordance with the principles of Direct, General, Free, Secret, Honest and Fair (Luber Jurdil) democracy. The informants or samples in this study were the General Election Supervisory Body (Bawaslu), the General Election Commission (KPU), the District Election Supervisory Committee (Panwascam) of Lowokwaru District, Malang City and election participants. Primary data sources were obtained through observation interviews, secondary data were obtained through documentation. The sampling technique used purposive sampling technique analyzed with an interactive model. The policy for handling violations contained in Bawaslu Regulation No. 9 of 2024 narrows the bureaucracy which improves the performance of election supervisors, accelerates the process of handling regional head election (Pilkada) violations in the field and does not complicate election participants and the community who violate its administration. The strategy of improving the quality of democracy by anticipating potential election violations transparently and managing Pilkada with effective participatory supervision influences public perception of election integrity
